Application Now Available for 2014 Battlefield Preservation Grants

Battlefield Planning Grants

The American Battlefield Protection Program (ABPP) of the National Park Service invites non-profit groups, academic institutions, and local, regional, state, and tribal governments to submit applications for the 2014 Battlefield Planning Grants. The purpose of this grant program is to provide seed money for projects that lead directly to the identification, preservation and interpretation of battlefield land and/or historic sites associated with battlefields. Projects that involve multiple stakeholders are given preference. 

Who May Apply?
Non-profit groups, academic institutions, and local, regional, state, and tribal governments

Project Areas
The ABPP supports projects that lead to the protection of battlefield land and sites associated with battlefields. Project areas must be on American (U.S.) soil and/or within U.S. territorial waters.
  • Battlefield Land - Sites where armed conflict, fighting, or warfare occurred between two opposing military organizations or forces recognized as such by their respective cultures (not civil unrest).
  • Associated Sites - Sites occupied before, during, or after a battle at which events occurred that had a direct influence on the tactical development of the battle or the outcome of the battle. A site must be associated with a battle in order to be considered an Associated Site.
Eligible Project Types
Eligible project types include, but are not limited to, the following:

Site Identification and Documentation Projects
- Battlefield boundary delineation and GIS/GPS mapping - Historical research and surveys (archeological, cultural resource, landscape, etc.)
- Nominations to the National Register of Historic Places

Planning and Consensus Building Projects
- Acquisition, strategic, and preservation plans
- Studies of land related to, or adjacent to, publicly owned and protected battlefield lands
- Management, landscape, interpretive, and stabilization plans
- Interpretation plans
- Preservation advocacy and consensus building within a community

Interpretation or Education Projects
- Brochures emphasizing battlefield preservation activities
- School programs emphasizing preservation activities
- Sign development and design
All project applications must clearly demonstrate that the proposed activity will contribute directly to the preservation of battlefield land or an associated site. Grant funds may be used to procure professional services, equipment, and supplies necessary to conduct the proposed project.

Matching Funds
Matching funds are not required, however, the ABPP encourages matching funds or in-kind services for battlefield Planning Grant projects.

Award Amounts
There is no minimum or maximum award amount. The average award amount is $32,300, although the ABPP has awarded grants of up to $117,000.

In addition to completing the application form, applicants must also complete and sign Department of the Interior form SF 424 - Application for Federal Assistance. The SF 424 should be included as the cover sheet to the application form.

Please Note - if you are applying for a Battlefield Planning Grant through the website, the SF424 will be part of the electronic filing package. You do not need to print out and mail a separate SF424.
Application Deadline
    Applications submitted through must be completed by 4 pm (EST), January 16, 2014.
  • USPS
    Applications sent by regular mail must be USPS postmarked by January 2, 2014.
  • Hand Delivery or Commercial Express Delivery Services
    Applications hand delivered by applicant or sent by commercial express delivery service must be received in the ABPP office no later than 4:00 pm (EST), January 16, 2014 . The grant application must be hand stamped in by the ABPP Grants staff.
  • Applicants are encouraged to use an express delivery service, as Grant Application Packages sent via regular USPS mail will be irradiated - a process that can destroy photographs.
  • Postmarks and delivery receipts are not accepted after the stated deadline date and time.
Late Battlefield Grant Application Packages will be discarded without action or notification.

Artistic creativity abounds at old Hawaii isle mill

Chisels on linoleum, hands on potter's wheels, paintbrushes on canvases — stop by the Donkey Mill Art Center on any given day and you'll see creativity percolating along with an ever-present pot of Kona coffee.

Housed in a former coffee mill that dates back 60 years, DMAC is a vibrant hub of activity in Holualoa, an artists' enclave in upcountry Kona on Hawaii island. In a terraced setting of open-beam ceilings, artwork on walls and shelves, and views that encompass the sea and verdant farms and forests, students as young as 3 years old explore mediums ranging from ceramics to sculpture, from painting to printmaking. Offerings also embrace the literary and performing arts, including book readings, film showings, ukulele building and guitar lessons.

The center is operated by the Holualoa Foundation for Arts and Culture, a nonprofit 501(c)(3) organization that was established in 1994 by a diverse group of artists and art aficionados who wanted to enrich the lives of residents in the area through artistic and cultural pursuits. With a shoestring budget of $700, the foundation began offering classes and workshops for adults and children.

"In the beginning many of the teachers donated their time," said Anne Catlin, DMAC's director of programs and a working artist who paints with oils and acrylics. "For seven years we held classes at artists' homes and studios while we searched for a permanent location. In 2001 we were able to purchase the Donkey Mill thanks to the generosity of a Holualoa family."
Volunteers put in countless hours injecting new life into the old mill, and the center opened the following year. In the ensuing decade new programs were introduced, class enrollment and membership in the foundation skyrocketed, and the facilities were enlarged and enhanced, including the construction of ceramics, sculpture, mixed-media, printmaking and children's studios. Numerous exhibitions have been mounted in the gallery, which has also served as a venue for music and dance performances and various art and cultural events.

Year-round art classes form the core of DMAC's activities. "Our mission is to provide a safe, nurturing environment that helps individuals discover, develop and expand their artistic abilities," Catlin said. "Artist-in-residency grants enable us to bring in professional artists from all over the world to foster cultural exchange and expose students to ideas and genres that they might not otherwise experience. We also work with many talented instructors who live on the island."
Visitors are welcome to participate in all of DMAC's classes, workshops, exhibitions, special events and outreach programs. Catlin believes art education can be a fun, stimulating component of a Hawaii vacation, providing opportunities for collaboration, critical thinking, self-discovery, experimentation and appreciation of the creative process.

"We think of visitors as ohana (family) that we haven't met before," Catlin said. "Whether they come to see an exhibit or join us in a class, they'll enjoy creative time with the people here and get a good idea of our lifestyle and the things we love about our island and community. The Donkey Mill Art Center is a great place for people to make new friends, learn new ways of expressing themselves and hone skills and gifts they never knew they had."

Notes: Class enrollment is limited; please register at least one week in advance. Registration must be confirmed with payment at least 24 hours in advance. Although DMAC membership is not required to take classes, discounts are available for members (annual memberships start at $40).
